The main objective of BundleUP is to harmonize, procure financing and implement a pipeline of energy-efficiency based investments, both in the private and the public sector, through the bundling of small to medium-sized projects thus providing them with the dimension needed for investment-readiness and investor interest. BundleUP will create a best practice at Portuguese level, with lessons learnt that will be transferable to other EU Member States. More importantly, it will put in place a methodology and roadmap with legal templates for private and public project bundling in Portugal (relevant for other EU member states), and create awareness in public.
The specific objectives of the project are:

 

  • To develop and harmonize pipeline of “investor-ready” Energy Efficiency (EE) projects in the Public and Private Sector (WP2);
  • To conclude the detailed development of the identified methodology that will allow for single investments in multiple projects, overcoming both procurement and investment scale barriers (WP3);
  • To launch public and private tenders of the pipeline of developed projects representing a total investment of 49.962M€, reaching the contract-signing and investment stages (at least the tendering process in the case of public authorities) within the project duration (WP4&5);
  • To pioneer in the combination of business models, public procurement and innovative financing schemes, while assuring citizen and local communities engagement in sustainable energy investment (WP5);
  • To create a well-document precedent to serve as a model for future replication, through knowledge sharing and capacity building, both in Portugal and at EU level (using workshops, specific guideline development and publishable reports (WP6);
  • Experience, barriers and lessons learnt sharing with law and policy-makers, both at national and EU levels, through target-specific communication actions and reports (WP6).
